Biography

Senator Coggs has served as a member of the State Legislature for 27 years. Spencer was first elected to the State Assembly in 1982. He served on several standing committees, including the powerful Joint Committee on Finance, and Chaired the Assembly Committee on Urban and Local Affairs and served as Majority Party Caucus Vice-Chair in the Assembly.
In 2003, Spencer won a special election to the State Senate. He is currently Chairman of the Senate Committee on Labor, Elections, and Urban Affairs. He is also a member of the Senate Committee on Public Health, Senior Issues, Long Term Care and Privacy and the Committee on Veteran and Military Affairs, Biotechnology and Financial Institutions.
Senator Coggs brings a strong personal and professional background of progressive and labor issues to the race.
In addition to serving on the Executive Committee of the National Conference of State Legislatures in 2009, Senator Coggs also recently served as President of the National Labor Caucus of State Legislators. Spencer was a Board Member of the former Center for Policy Alternatives, and currently is a member of Progressive States Network Board of Directors.
Prior to being elected to the State Legislature, Spencer worked as a postal worker, industrial printer, and as a City of Milwaukee Health Officer. As a Health Officer, Spencer was Chief Steward of the American Federation of State, County, and Municipal Employees (AFSCME), Local 1091.
Spencer is a lifelong resident of Wisconsin. He is a graduate of Riverside University High School, Milwaukee Area Technical College, and the University of Wisconsin-Milwaukee. He is married to Gershia for 38 years and they have two children. He is a member of Calvary Baptist Church in Milwaukee.
